TERMS OF REFERENCE FOR STRATEGIC REVIEW AND PLANNING FOR DHA
BACKGROUND
Drogheda Homeless Aid was set up in **Apply on the website** to cater
for the growing number of homeless people in our community, and since
then has provided accommodation, care and support for over 5,**Apply
on the website** homeless people, many of whom have resettled and are
living independent fulfilled lives.
The hostel at **Apply on the website**, North Strand opened in
September **Apply on the website** and caters for **Apply on the
website** residents at any one time.? Drogheda Homeless Aid is also
an approved housing body with 9 houses (transitional and long-term).?
PURPOSE
The purpose of the strategic review/planning process is to develop a
revised strategic framework for DHA in order to increase the
effectiveness and efficiency of the organisation and to further
develop, evolve and innovate in an ever-changing environment.
ROLES AND RESPONSIBILITIES
The appointed person will be suitably qualified and have significant
experience of working within the homeless/housing and charity
sectors.? .
SUPERVISION OF THE WORK
The consultant will work with the Manager of DHA.
FUNDERS & STAKEHOLDERS:
The appointed person will consult with stakeholders as identified:
* Local Authorities (2)
* HSE
* Residents
* Manager & Staff
* HR Committee
* Board of Management
OBJECTIVES:
The scope and focus of the assignment is to provide a strategic plan
by facilitation of a number of workshops / consultations and to -
* To briefly review the previous plan and evaluate the outcomes i.e.
what has been achieved and what recommendations have not been
attained.
* Assess, appraise and analyse the current functions and processes of
the organisation; to include:? Board of Management and HR /
Governance Committee (Terms of Reference); conduct consultation with
hostel residents and staff; evalation of staff roles and examining
optimum resources and structures (staff and board) for DHA going
forward in the delivery of its strategic plan.
* Research and benchmark similar homeless/housing organisations
within the charitable sector.
* Identify critical gaps and ascertain strategic opportunities for
DHA.
* Make realistic recommendations with outcomes and targets together
with deadlines.
METHODOLOGY & TIMELINE
The process of gathering, evaluating and making recommendations will
be through research, observation, interviewing stakeholders, attending
meetings/workshops (either virtual or other wise) - depending on
restrictions during autumn **Apply on the website** and recording this
feedback.? The next step will be analysing and reviewing the
information gathered.? The final step is new strategic framework
being endorsed by the Board of DHA.
The timeline: Two months i.e. September/October **Apply on the

SCOPE
* Where does DHA want to be in three/five years?
* What does DHA want to achieve during this timeline?
* What is the key purpose for DHA going forward in addressing gaps
in existing provision?
* What are the human resources that DHA require to deliver its
goals?
* What are the critical areas for DHA going forward?
* How can DHA avoid or improve these critical areas?
* How will DHA monitor lessons learnt and integrate that learning
into successive plans and strategies?
* How will DHA measure the success of its plan / targets and
indicators?
The consultant will be facilitated by DHA staff in whatever
requirements (workshop rooms, if required) they may have in order to
develop the strategic plan.
